[alma-sw-ssr] Version 3.1 of Offline Requirements - comments requested!

I have completed a full pass through the Offline Requirements document,
assigning priorities and beefing up the thin sections that we didnt
cover in Berkeley.  You can find this version at

    http://www.aoc.nrao.edu/~smyers/alma/offline-req/myers-report-3.1.ps

with the TeX files there as myers-report-3.1.tex also.

This is the version you should read and comment on.  Pay extra attention
to the sections we did not cover in Berkeley: 2.4.3 - 2.4.5, 2.5 - 2.7.

Note that its only 1 month to the ASAC meeting in Chile, so if we want to
get a draft to them by then we had better get this one turned around in
the next few weeks!
