UV_CIRCLE
Compute the azimuthal average of the visibilities around the UV plane
center. The output UV table gives for each bin one visibility associated
to one UV radius. This radius is the actual average of sqrt(U^2+V^2) of
the visibilities in the bin (i.e. it is not the theoretical bin center).
Flagged visibilities are ignored. If no input visibility is found inside
a bin, then it is skipped in the output table.
